I am weighing my options because Cambodia Air and Thai ZED's might not work. I would likely need the best bus option. It's currently showing a 4hr ride.

It looks like only Cambodia Angkor Air is the only one who flies into sihanoukville (from Siem Reap). It looks like you have ZED's on Bangkok Airways and Thai Airways so ZED into Phnom Penh and take the bus (or taxi) from there. Here is some information on the bus. bus 1, from tales of Asia and from wikitravel.
I can not help much with that area as I have only been to Siem Reap.

Last time I was there I arranged a private taxi from Phnom Pen. Quite affordable and more comfortable. And travel at own pace. Think it was a 4 or 5 hour drive. I remember getting a nice manicure and pedicure right on the beach
