A quick unauthorized answer (I am the unauthorized spokesperson answering the question) - ZED fares are revenue tickets find out or look up the revenue passenger carriage rules.
Use these for the guidelines. When checking in introduce yourself as a fellow industry worker and ask for any courtesies that can be extend - also if you have an affinity credit card i.e. American Express
see if that does the trick - but don't just check in and pay the pauper lambly - the agent maybe the cause celebre to help you avoid the lining of the CEO's pockets especially at a time of a labor dispute !
So what part of Non Revenue do you not understand even if it is a ZED fare - a partial discounted revenue ticket - shouldn't the baggage fee also be partially discounted ???
Whoops see this thread last posted in 2012 - but still should be an interesting read - darn baggage fees and other comments withheld - and I am not interested in deleting my diatribe !

As far as I know, most ZED agreements allow 1 free checked bag.
I think 1 checked bag is built into the fare structure, just like pricing. And I believe that at many airlines (including LH) if the policy for revenue pax is more generous, that applies.
