When your bags left the check-in counter - the next stop is the TSA screening either in view of the traveling public or behind the scenes at a baggage make up area.
Next stop is the baggage make up room where baggage is sorted by flight into carts or containers depending on the airplane.
The baggage in carts or pods is then towed by tug to the ramp for loading on the airplane.
Upon arrival baggage is unloaded and delivered to the claim area.
With this in mind the ONLY real opportunity for anyone or someone to OPEN your baggage and pilfer is at the TSA inspection point !
Yes it could be opened in the Baggage make up area and in the cargo hold of the airplane - but to walk away with a Mickey (Minnie) Mouse dress
would have to be a brazen act of theft and odds are against that happening. Stealing other pocket able stuff yes a dress hell NO !
What the likely scenario is TSA opened the bag for routine inspection and did not put the dress back into the bag.
Unless that TSA person deliberately stole the dress it was inadvertently left out of the bag and should have found a place in the TSA Lost & Found.
Prompt filling a claim would have been the answer and helpful.
Some TSA inspection areas are under video observation - check this out or have it checked out.
Escalate this and make a "BIG DEAL ABOUT IT" your child does not have a precious dress to wear.
Heavy emphasis on the TSA - seriously doubt it was a Delta employee theft (contract employee questionable) - but TSA mishandling the best bet !

I liked everything RMA wrote in his reply post, except making a big deal about the "precious dress". I understand your bags said crew (all your entourage's bags were labeled special?). I never have nor will I lie about crew status for myself. My husband is entitled to that status, not I.
If the dress was that precious, it should have been in your possession, not checked. I know that sounds callous, but I stand by this: if you can lose any item, it's not that valuable. If it's sentimental, yes, that IS important and should be treated as any valued item--whether a dress or photo or memento, etc. TSA and baggage handlers have jobs to do. Do they do them up to all our standards--maybe so, maybe not.
If you were buying rev tkts and not using crew labels on 5 checked bags, then you'd have grounds to make a fuss. But I wouldn't expect to get the dress back. There is still the possibility that it was a mistake when packing...
Addendum: Were you flying as a crew member? If so, you would be entitled to crew status. If your bag says "crew" and it's leisure travel, you can't expect any special status. You are actually jeopardizing your pass travel w/a fuss. Chalk the loss up as sad for the child. Your accusation about stealing from employees reads like misplaced anger. Move on and find something special to soothe the little girl.

Only conjecture, but I think the deletions are in regard to crew bag tags/fussing after the fact as nonrevs. I hope she'll share future nonrev adventures with us all.
