A dated ticket is not necessary. A visa can be issued with an open date ticket. While it may cost a little more I would recommend a travel agency that specializes in travel to Russia. Often times they have the necessary contacts to cut thru any red-tape you may encounter as an individual applicant.
I would contact the embassy in Washington and ask them. Generally for other countries that want a dated ticket, if you send a letter with your visa app that says you work with the airlines they understand. I imagine the embassy is familiar with the situation and can advise accordingly.
Thanks for the advice. Randy, I was more worried about presenting my travel documents upon arrival into St. Petersburg. I've heard that a specific date must be given for departure from Russia. (This is my first trip without a tour company) Also, I LOVED your story about Moscow and St. Pete's. And i'm surprised to hear that you were able to sleep on the train. THAT is impressive! I certainly had a sleepless night!
Clarification:
An airline ticket is not necessary in order to obtain a tourist visa. However, officials may (but rarely, if ever) ask for your return airline ticket upon arrival in Russia. If they do then you should present a physical, paper printout of your ZED flight listing, your airline ID along with your ZED ticket. This is in lieu of a dated return airline ticket.
I did not have to do this when I entered Russia. A few people I work with have been to Russia over the years and none of them have reported any trouble or delay - never even being asked to see their return ticket.
