I also think it has to do with location as you say. For example, in SYD I suspect you are handled by a 3rd party (maybe Toll, maybe another airline like QF) - the checkin staff either don't get benefits themselves, or work for another airline, and hence the DL "culture" of upgrading staff is lost on them. If I went on a ZED on DL outta SYD i'm 99.9% sure i'd be down the back.
