The US departure taxes (ex US) do not apply to free tickets. In most cases, where a service charge is collected, though, the US departure taxes do apply and are approximately $19. I realize the question was raised by someone affiliated for whom no service charge is collected, but thought I'd add this clarification so that others, who do pay a service charge aren't confused.
