Default Child flying international, does she need a seat when under 2 yrs.

Me, my wife and daughter are going from MSP to CUN thru ATL as S2.
I will list all 3 of us and I think that I can hold her on my lap from MSP to ATL if there are not 3 seats and gate check her FAA approved car seat.
Does she need a seat from ATL to CUN?
My father was flying from JFK to STI and thought he heard from the gate agent say that all passengers on international flights need a seat.

    Thanks.

Doesn't need a seat but you do need to pay the taxes for an intl Infant-in-Arms. You will likely need to go an airport ticket counter ahead of time to book that (they don't do them often for non-revs so be prepared for it to take the agent a while to figure out).

I bought a CARES harness system so I want to list her for a seat as she is large enough.
So that brings up another question.
When I was trying to list her there was a pulldown next to her name with the following:
    Infant with/seat
    Infant without/seat

Does that mean a seat for her or does it mean a card seat?

    Thanks.

I suggest you call the DL rev line and ask specifics. They are usually very helpful. Just identify as employee on pass travel.
