Yes Wizz Air fly there. From several places. The flight from Luton goes five days a week, but mostly during very unsociable hours. And if you have never flown on Wizz, and do consider flying on them, do beware of their additional charges such as baggage and airport check in.
And I would not say it is crazy cheap. It is definitely cheaper than the UK. Trolleybus ticket usually 3 Lei (18 US cents) for any distance (no transfers allowed like those found in some countries). Bus fare (one way) from Chisinau to Tiraspol 37 lei (USD 2.20). My hotel with breakfast in Chisinau was 630 Lei (USD 37.50) per night. My other hotels were slightly more. You can eat fairly reasonably, although several places where I ate, I thought were not cheap. Petrol was cheaper than the UK or other EU countries, but more expensive than USA. I seem to recall that the rate was about 19+ Lei per litre (USD 4.30 per US gallon ). And be prepared that some places don't accept credit cards, but ATMs can usually be found easily. Note that the maximum dispensed by ATM is 1000 Lei (less than USD 60) at a time.
