They would need to contact TK regardless whether traveling in First or Coach since they will need a ticket for the infant to travel as an infant in arms.

I do not think so, childs are allowed to be in J at six on a two class service and 8 for J or F in three class. I am not familiar with TK but as Isppilot says you might want to double check with them.
