The best deal we got for a rental car in PHX in January was Dollar, on a internet rate. Avis was not bad with the USAirways discount from the US hub website. Dollar is off property and Avis is on, if you are strapped for time I would go with Avis.
Can't tell you about hotels as we stayed with Friends in Chandler.
