I have talked with some of my - now, former - coworkers who said they've gotten hotels for $20 - $30 per night. I believe this was either in Honduras or Belize, I can't recall. Nothing fancy, just clean and simple accomodations. I would love to get a rate like that, but even $50 bucks would work if I could find it.
Isla Mujeres, Mexico (just a short ferry ride from Cancun) has some excellent bargain hotels. They have a few dive shops too. I remember that a basic room with a ceiling fan was something like $25 a night. They have very quaint little hotels in the center of town close to bars and restuarants. And, I imagine the diving would be fantastic around that area.
