I don't believe that's correct. Effective January 1, 2018 Buddy Pass riders are only eligible to a Premium Class Cabin if travelling with the employee who gave them the pass. Premium Cabins include Business Class and Delta 1.
Payment was also changed and they can only be paid for via payroll deduction from the employee buying the pass.

These changes were to made to reduce abuses of Buddy Passes.
