As you are with Air Canada and part of the Star Alliance I'd suggest that you check out your options of connecting with LH via FRA or MUC to GLA or EDI. That way you'll only have to pay the European rate of APD out of the UK and also the Airport service charge at EDI/GLA is half the rip-off amount they charge for Heathrow.
