    I think you have to remember that unless you have confirmed space on the onward flight you are not considered as a transit or transfer passenger .. you are a joining passenger ... you need to collect your baggage, clear immigration go landside and then check in again ... consequently ( and unfortunately ) you will normally be liable for all the departure taxes and charges.
