Just out of curiosity, do they have any agreements at all with some other carriers. I know that a subsidiary Silk Air allows non-reving, but the mainline SIA, world airline that it is, seems to have excluded most other airlines from the "fun". Also, as non-rev agreements are reciprocal, does that mean that Singapore employees are more or less limited to their own? How do they feel about this or even cope when travelling? And are there specific reasons for this policy? Is it about maintaining the Singapore brand "pure"? Perhaps an employee or someone else in the know can shed some light.
