I cant answer for CO, but I work the gates for DL in PBI and when we get diversions we do not pull off anyone or allow anyone new to board...diversion cities are not listed in the line of flight for ticketing purposes and it is impossible to change passengers tickets to reflect the flight number and the city...
IE...if we get a FLL diversion (40miles from PBI) and a passenger deplanes we remove them from the weight and balance but not from their PNR so as far as the reservation is concerned they deplaned in FLL and the coupon shows flown
