I see this as being an issue with the rules against colluding to set prices. I would think the airlines would need to go to the feds and make sure (in writing) that this would even be possible. That being said, local market codesharing would be the obvious answer. Airlines could make temporary local market codeshare agreements for markets and allow each to sell the other flights, say through September. A temporary schedule that would, in essence, share revenue for certain city pairs the same way current local market codeshares operate.
