I have not been to Quebec City for many years but I recall staying on the main drag called Grande Allée when I did stay there. There were a number of small guest houses that were close to the Plains of Abraham and the old city center. It is not a large city anyway. In winter it can be very snowy and cold - but you can always try some local Caribou - a wine and alcool based drink to keep you warm! Pretty potent.
