From what I've been told, the NYC consulate can take 2-3 weeks to process a visa which doesn't include the 2 weeks just to get an appointment. No mail in applications accepted. Walk ins are limited to the first 20 people per day and lines start forming at 4:00 AM until they open at 10 AM. I tried contacting consulates in other cities to see if they would accept mail in applications and they all said no, you have to use the consulate that covers the area you live. If it was as simple as getting it in 3 days, I would've done it a long time ago.

True that. I don't see why if we (with non rev privileges) have the ability or are willing to travel to a more convenient (easier) location why they can't just process the visa there. After all, as long as they get paid anyway, who cares! That said, the waiving of the visa requirement is definitely welcome and something I hope they consider extending.
