JennyGo, Continental no longer exists so the buddy passes would be good on all United flights, including united express (regional) flights. The thing in item 2 about paying taxes on a flight mostly concerns enrolled friends. IRS rules have any enrolled friends have to pay imputed income on there flights-similar to your $600 example. I am not sure but I think if it is a 3 cabin aircraft (first/business/coach) you could get moved into business on a buddy pass.
I liked Delta's buddy passes because the buddy could call Delta on the airport courtisy phones and make changes to their flights if needed. I am not sure if you can do something like that on United.
One other tip is to check positive space ticket pricing. Traveling overseas from the U.S. is sometimes really close in cost between buddy and positive space that it would not be worth the hassle of standby
