Hah, I kept reading ATW as Outagamie County Regional Airport - Wikipedia, the free encyclopedia

The buddy passes are based on one-way things, so there are no destination restrictions like that. JFK-MXP/FCO-ATL should be fine. No restrictions on US or other countries, either.

Layovers are allowed, but a day or two would likely be another one-way pass, which I think would cost a little more and drain the number of passes faster from whoever is giving them to you. CDG-FCO probably wouldn't be a DL-operated flight anyway, so that's a moot point. FCO-ATL-JFK would be one pass though, as long as you're in ATL for a standard amount of time (but it would cost a little more).

It's a little different at Delta. Each employee has 8 buddy passes per year. Round-trip to/from the same city OR one-way count as 1 trip. If he returned from a different city he would use 2 buddy passes. If he returned from the same city, only 1 pass would be used.
