The buddy passes are based on one-way things, so there are no destination restrictions like that. JFK-MXP/FCO-ATL should be fine. No restrictions on US or other countries, either.
Layovers are allowed, but a day or two would likely be another one-way pass, which I think would cost a little more and drain the number of passes faster from whoever is giving them to you. CDG-FCO probably wouldn't be a DL-operated flight anyway, so that's a moot point. FCO-ATL-JFK would be one pass though, as long as you're in ATL for a standard amount of time (but it would cost a little more).
