Answer: It is not necessary to travel with two passports. If your passport has expired or is going to expire in 6 months or less, you should apply for a new visa with your new passport.

It sounds like there are 2 possibliities. The first being that the above is just worded wrong, whether as a translation oopsey or to squeeze more money from us yanks. Is the above from a chinese govt website, or a visa processing service?

The second is the text above is in reference to getting a new visa. Basically saying, if you're applying for a Chinese visa, but your passport expires w/i 6 months, go ahead and get a new passport first, then come back and get a visa in it.
