Q charges (which may or may not be fuel surcharges) are generally imposed by the airline that filed the fare bainst which the ticket is issued. CX does not price ZED against filed fares but must pull some information from the OAL published commercial fare rules. Q, like YQ & YR, cannot be collected on ZED tickets, unless it is imposed by a government or airport authority like the HKG airport Q charge.
