In my 25 years I've yet to seat anywhere but Y on a South Asia carrier - others may have been more fortunate.
Upgrades for a set fee are offered to revenue passengers on UA depending on loads. You cannot purchase such an upgrade if you are holding an ID ticket.
You will not find an upgrade for an international service for $100 U.S.
